Maryland hasn’t actively recruited the state of Texas since Mike Locksley assumed control of the Terps’ program, but there are certain connections the headman has that led to his latest offer. Locksley has known former Houston Texans’ general manager Rick Smith for more than two decades, and apparently the UMD coach has kept a close eye on Smith’s son.
