Locksley Finalizes Coaching Staff

University of Maryland Head Football Coach Michael Locksley has announced several additions and updates to his coaching staff on Wednesday.

Clint Trickett has been hired as the Terrapins Offensive Coordinator and Quarterbacks Coach, while former Maryland All-American Randy Starks will join the staff as the Defensive Line Coach. Additionally, Andre Powell will now coach the running backs and Chili Davis has been promoted to Special Teams Coordinator.

“I’m excited to add Clint and Randy to our coaching staff,” said Locksley. “They both bring tremendous energy, sharp football minds, and proven experience as high-level players and coaches. I’m confident we’ve assembled the right group of coaches that share a passion for developing our players and preparing them for success both on and off the field.”

 

Trickett arrives in College Park after spending the 2025 season as offensive coordinator at Jacksonville State University, where he led the Gamecocks to a 9–5 record and a Salute to Veterans Bowl win. His offense averaged 408.7 yards and 28.1 points per game while producing Conference USA’s top rushing attack, powered by All-America back Cam Cook, who led the FBS with 1,659 rushing yards. Trickett was set to take over as quarterbacks coach at University of Arkansas before joining the Terps.


Trickett has also previously served as offensive coordinator and quarterbacks coach at Marshall, guiding the Herd to wins over Notre Dame and Virginia Tech. He also had a coaching stint at FAU, where he developed Mackey Award winner Harrison Bryant, later drafted by the Cleveland Browns. A former quarterback at Florida State and West Virginia, Trickett brings a proven background in building explosive, balanced offenses to College Park. Read Trickett's full bio here.


Starks returns to Maryland after recently being hired as assistant defensive line coach at USF. Prior to that, he was the head coach at Eureka College for two seasons. A 12-year NFL veteran and two-time Pro Bowl selection, Starks played for the Tennessee Titans, Miami Dolphins, and Cleveland Browns, finishing his professional career with 422 tackles and 42 sacks. He also brings collegiate coaching experience from stops at Loughborough, Bakersfield College, Fresno State and LaGrange.

A former Terrapin standout from 2001–03, Starks was a two-time All-ACC selection and All-America honoree while starting every game his final two seasons in College Park. Following his playing career, he transitioned quickly into coaching with roles ranging from NFL internships to high school head coach. Starks also holds a Ph.D. in exercise and sport science, pairing elite playing credentials with a strong academic and developmental background. Read Starks’ full bio here. 

Powell, who was Maryland’s Special Teams Coordinator in 2025, will assume control of the running back room. The veteran coach has coached the running back unit previously at Pitt (2015-23), Maryland (2011-14), Clemson (2007-10), North Carolina (2001-06), Virginia (1996), Army (1995), Rhode Island (1993-94) and VMI (1992). 

Davis has over a decade of coaching experience and has worked with special teams units at numerous different spots, including serving as the Assistant Special Teams Coordinator with the Terps in 2025. Davis also spent one year with the Los Angeles Rams as a special teams assistant and has previous collegiate stops at Kansas State, Florida A&M, Washington, New Mexico State, Fordham and Campbell.
