BALTIMORE, Md. — Terrapin Times was on hand at Morgan State University for the Mervo (Baltimore, Md.)-Dunbar (Baltimore, Md.) game in order to scout Mervo receiver and Terps’ commit Justin DeVaughn. Here is our take on the 6-foot, 170-pounder:

DeVaughn is a long, wiry prospect with a sinewy frame, sizable hands and a wide wingspan for his size. Although well built for a high-school receiver, he has room to take on mass, particularly in the base.
